Position Summary: The Supportive Housing Department supports the mission of Housing Connect by providing a variety of specialty housing options for individuals and families who have experienced homelessness or are at high risk of homelessness.

The purpose of the Supportive Housing Coordinator is to further the mission of Housing Connect by supervising the day-to-day administration of rental assistance programs and coordination with supportive service partners. This is done by following Housing Connect policies and procedures, and by working with Housing Connect personnel as well as various community agencies to coordinate essential program functions. This position’s primary focus is Housing Connect’s partnership with Salt Lake County Division of Behavioral Health, and its housing programs which include the Homeless Assistance Rental Program (HARP), Right In/Out (RIO), State Hospital Diversion (SHD), and program based rental assistance.
Primary Responsibilities: Program Implementation and Management

Maintain knowledge of current contracts, grants, regulations, and program policies and procedures as they relate to current funded programs to ensure compliance. Assist with updating and/or creating policies and procedures to ensure program requirements are met and maintained.
Oversee, maintain, and monitor program compliance through file (computer and paper) audits, activations, and reports. Maintain required reports, statistics, and submit required reports on a monthly, quarterly, and annual basis, or as requested in coordination with the Grant Program Team (Grant Programs Director and Coordinator).
Supervise staff that oversees program implementation of the Salt Lake County Division of Behavioral Health housing programs. Coordinate with staff to ensure programs are receiving adequate referrals, properly conducting orientations, and maintaining housing compliance, certifications, and services. Train and mentor staff of any changes to program policies, regulations, grants, and contracts.
Coordinate, perform, and/or supervise Housing Quality Standards (HQS) Inspections to ensure timely inspections occur at admission to program, annual recertification, and condition of unit inspections.
Work with, collaborate, and support staff to properly navigate and respond in a timely manner to all allegations and/or issues received from clients, partners, or landlords.
Work with the Supportive Housing Manager to evaluate the funding reports to ensure program compliance and full expenditure of grant funding. Actively seek strategies to fund and expand programs as needs are defined. Coordinate with Accounting Department to ensure accurate and timely housing assistance payments are made to landlords.


Partnerships and Program Outreach

Conduct outreach with community partners to ensure they are aware of housing options, and are referring eligible clients to available programs. Prepare and present program information, updates, or changes, to community organizations who may serve eligible clients.
Effectively work with Landlords to encourage participation in housing programs. Explain benefits of participation and incentives to offset risk, as well as program requirements. Negotiate rent, deposit, or fee amounts to meet program standards.
Collaborate with Community Partners, Referring Agencies, and Case Managers to ensure participants are receiving required services and meeting program requirements.
Desired Qualifications: Minimum Requirements

High School Diploma (Bachelor degree preferred)
Valid Driver’s License
Two years’ work experience with housing programs or related program management
Knowledge of

HUD Housing Programs, including HQS and Rent Calculation
The housing and supportive services network in Salt Lake County
Principles of Trauma Informed Care
Ability to

Work independently, as part of a team, or team leader
Analyze program performance and create plans to improve efficiency and effectiveness
Communicate clearly and professionally with community partners
Teach, supervise, and mentor co-workers to strengthen the Supportive Housing team
