Position Summary: SUMMARY OF POSITION: Perform Human Resources activities to help foster an employee-oriented, high-performance culture that emphasizes empowerment, quality, productivity, and goal attainment. Recruit and nurture ongoing development of a superior workforce. This position carries responsibilities in the following functional areas: staff recruitment, employee relations, training, performance management, onboarding, policy and systems development and implementation, affirmative action and employment law compliance as well as laws or regulations dictated by funding sources including the National Community Action Partnership Standards and Head Start Performance Standards.
Primary Responsibilities: ESSENTIAL JOB FUNCTIONS:
1. Act as a liaison between employees & management to answer questions, policy, practices and regulation. Process, verify, and maintain documents related to HR staffing, training, and performance evaluations.
a) Employee recruitment and selection: Develop and execute recruiting plans. Coordinate and implement recruiting initiatives. Represent OWCAP at job fairs. Network with industry contacts, association memberships, trade groups, social media, and employees. Develop and track measurable facets of the recruiting and hiring processes that are transparent and measurable. Set continuous improvement goals. Organize and file all job applications as they are received in HR. Ensure application information is entered into database system; handle interview preparations and follow-up steps including: scheduling appointments, arranging panels, and writing rejection letters.
b) Background and Reference Checks: Ensure applicants selected for hire submit approval for a Criminal Records Check (CRC), this includes Child Abuse and Neglect registry check. Enter applicant information into the approved third party administrator portal to run CRC. Obtain professional and personal references for applicants submitted for hire. Verify obtained educational achievement when necessary. Run all applicant fingerprints through the LiveScan System.
c) New Hires: Contact approved applicants with job offers. Schedule and conduct new hire orientation. Report all training provided during orientation and onboarding. Extended training and schedule mentoring for new hires. Provide information and forms for new-hire Onboarding requirements, this includes: Tuberculosis, Hepatitis A and B, physicals and food handlers. Send requests to multiple departments for new hire preparations: IT department for Email, network system access, cell phone check out etc.., secretarial department for mailbox set up. Prepare badges and set up for building access for all new-hired staff.
2. Prepare and distribute quarterly HR data report to managers. Ensure data is accurate and up-to-date.
3. Witness and record employee development and/or disciplinary actions when requested and advise Human Resource Manager of any potential employment issues, as needed.
4. Sit on interview panels as required.
5. Under the direction of the HR Manager, assist in the development and organization of staff and volunteer orientation and training.
6. Ensure compliance of Head Start Performance Standards, OWCAP Employee Handbook, OWCAP Human Resources Policies and Procedures, OWCAP Systems & Procedures, and employment/labor laws; and rules and as they pertain to this position.
7. Collaborate with the HR Manager in the development and publishing of a personnel newsletter on a quarterly basis.
8. Conduct research for special projects, training, policies and procedures, newsletter articles, etc. as assigned.
9. Perform searches of video recorded footage when directed by HR Manager as requested by managers or supervisors. Create, modify and maintain user codes, access levels and zone time accessibility to building doors, building zones as approved by Executive Director/HR Manager according to the individual work requirements.
10. Perform any HR Department position functions as assigned. Cross-train all positions within HR Department.
11. Support the achievement of in-kind goals as established in the Head Start Standards and the OWCAP development system procedures.
12. Other duties as assigned by the Human Resource Manager and/or Executive Director to meet the requirements of all funding sources.
• Knowledge of rules, procedures, or operations which apply to the Human Resources Department
• Ability to organize, coordinate, and supervise volunteers
• Skilled in Word, Excel, Outlook and other software packages
• Multi-line phone systems
• Knowledge in creating, developing and maintain a strong policy development.

• Bachelor’s Degree Preferred in Human Resources, Business Administration or related field or
• 3-5 years’ experience in Human Resources, PHR or SHRM certification recognized
