GENERAL PURPOSE
Under the direct supervision of the Executive Director, develops, implements and supervises a full array of program services within the Housing Assistance Center.
Primary Responsibilities: ESSENTIAL DUTIES & RESPONSIBILITIES
• Responsible for successful management and operation of all HAC programs, services and facilities.
o Monitor and enforce rules, policies and procedures of HAC. Update policy as necessary.
• Supervise HAC staff and programs, including TANF, CoC Housing, Homeless Housing Funding, Thrift Store and Warehouse/Donation Center.
o Conduct regular meetings for staff and volunteers.
o Supervise, train, and evaluate HAC staff, volunteers, and interns.
• Effectively manage all grants and contracts pertaining to the HAC; e.g., TANF, COC Housing, Homeless Housing Funding.
o Write proposals and grants to maintain existing programs and expand new programs.
o Complete monthly billing contract as required.
o Complete monthly, quarterly, and annual reports thoroughly and on time.
o Comply with grant contract requirements, goals and objectives.
o Supervise proper maintenance of client records to ensure adherence to CoC standards.
o Prepare and coordinate for annual CoC contract audit.
• Responsible for upkeep and maintenance of onsite housing apartments.
• Supervise facilitation of parenting, Living Skills, and other classes.
• Supervise accuracy of housing program client assessments and self-sufficiency plans; ensure that appropriate related documentation is accomplished within program guidelines, and files are up to date.
• Ensure accuracy of ETO/HMIS data input.
• Meet with housing clients individually to assess client progress.
• Responsible for compliance with HAC programs, finances, and activities as outlined in pertinent grants, contracts, and YCC policy and procedures.
• Represent YCC on homeless and housing-related committees.
• Prepare required reports for all grants; e.g., TANF, Homeless Funding Grants, COC Grants, VOCA TH Grant
• Act as YCC’s referral liaison with Midtown Community Clinic for client medical care.
• Prepare monthly requisitions for Midtown billing.
• Work in collaboration with community partners and agencies.
• Adhere to all policies and procedures stated in YCC Employee Handbook and Policy and Procedure Manual.
• Perform other functions as necessary or as assigned.

• Bachelor's degree in Social Work or related field, or 3-5 years of relevant experience, or any combination of education, experience, and training which provides the desired knowledge, skills, and abilities.
• Ability to communicate and work with diverse populations.
• Effectively develop and manage the HAC budget.
• Excellent communication, presentation, and interpersonal skills.
• Computer literacy including MS Office products: Word, Excel, Outlook, Power Point.
• Exceptional time-management, planning, and administrative skills.
• Demonstrate high level of diplomacy, sound judgment, and discretion.
• High degree of energy, self-motivation, and flexibility.
• Strong work ethic with a professional, positive attitude.
