Job Description: IRC Background: Founded in 1933 at the request of Albert Einstein, the IRC offers lifesaving care and life-changing assistance to refugees forced to flee from war or disaster. The IRC is on the ground in more than 40 countries, providing emergency relief, relocating refugees and rebuilding lives in the wake of disaster. Through 24 regional offices in cities across the United States, the IRC helps refugees resettle and become self-sufficient. Our programs are designed to ensure refugees thrive in America--whether ensuring children are enrolled in school, adults become self-reliant through employment or starting businesses, or families receive acute medical care they need to recover from trauma or illness. The IRC helps those in need to rebuild their lives and regain control of their future in their new home community.

The IRC Salt Lake City, Utah Regional Office opened in 1994 to provide reception and placement services to newly arrived refugees. The office resettles over 500 refugees per year and provides numerous program services to assist the refugee from their arrival through citizenship.

Job Overview: The Finance Manager will control and manage the implementation of the accounting systems in the Regional Resettlement office, and collect and process IRC’s financial data in order to provide management, donors, grantors, creditors, and others with timely, accurate and understandable information. The Salt Lake City office has a current budget of $3.8 million with multiple federal, state and private contracts and grants as well as several sub grantees. The Finance Manager will report to the Executive Director.

Major Responsibilities:
Finance
• Ensure office compliance with IRC’s accounting policies vis-à-vis fund accounting as noted in IRC’s finance manual and generally accepted accounting principles.
• Review all accounting transactions to ensure proper coding and enter all transactions into IRC’s accounting software.
• Prepare journal entries to record HQ transactions in the regional office accounting software.
• Prepare monthly financial reports and submit to IRC NY as per scheduled due dates.
• Reconcile regional office’s database against HQ’s database on a monthly basis and investigate and resolve difference in coordination with the Regional Controller.
• Facilitate any external or internal audit.
• Prepare financial reports to various donors as per contractual obligations. Submit reports to the donors after obtaining sign off from the Executive Director or other staff as applicable.
• Supervise the regional office banking arrangements.
• Prepare annual and quarterly cash budgets and submit the monthly cash transfer requests.
• Prepare the Regional office’s annual operating budget as per the HQ guidelines.
• Prepare “grant-specific” monthly actual to budget report.
• Assist and provide support to other office’s finance department as needed (currently, Missoula, MT).

Administration & Internal Controls
• Coordinate the protection of the organization’s assets by implementing IRC’s Internal Control procedures.
• Review current service agreements for cost effectiveness and recommend changes as appropriate.
• Maintain grant and contract files for all programs.
• Directly supervise the bookkeeper position.
• Develop and/or update office specific procedures to increase efficiency and effectiveness in conjunction with guidance provided by the USP Finance manual.
• Assist the Executive Director in other areas as required.

Position directly supervises: Finance Coordinator and Finance and Operations Fellow

Job Requirements:
• At least an Associate degree with a minimum of 5 years nonprofit accounting experience or undergraduate degree with 3 years of experience.
• Solid computer-based accounting skills and proficient in Microsoft Office software.
• Proven ability to work as a team member in a cross-cultural environment.
• Excellent verbal and written communication skills.
• Ability to prioritize and manage time effectively.
• Ability to effectively work with HQ through telephone, email and other correspondence.

Working Environment:
• A combination of standard office environment and ‘field’ time in and around the service delivery area to perform the above outlined responsibilities.
• May require occasional weekend and/or evening work.
