Job Description: Under the direction of the Director of Finance, the Procurement & Contracts Manager performs specialized and responsible administrative work involved in the soliciting of purchases for consultants, contractors, equipment, materials, and supplies for the Housing Authority of Salt Lake City. The position is also responsible for managing supplies, materials, equipment and related inventory thereof. Work involves complex contracting and contract oversight, preparing scopes, report writing, interface with vendors, and basic financial tracking. Performance of the duties requires considerable knowledge of purchasing requirements and regulations.


Essential Functions
1. Oversees contracts and procurement activity for completeness and to ensure compliance with federal and state law, HUD requirements, HASLC policies other applicable regulations, statutes, directives, and procedures.
2. Prepares solicitations and receives proposal and bids; prepares award documentation and contracts.
3. Tracks and helps evaluate vendor performance. Recommends procedures to review and evaluate requisitions for supplies, materials, equipment, and services to completeness and accuracy; assisting in advising agency staff relating to procurement standards, commodity supply sources and procurement timeliness.
4. Ensures compliance with all federal, state and local laws pertaining to wages and the Davis Bacon Act
5. Ensures all internal control and procedures are in place for contract administration and construction management.
6. Performs pre-award and post-award functions involving highly specialized procurements; including procurement planning, maintaining acquisition documents and related schedules, and coordinating a variety of contract administration activities.
7. Develops and defines contract specifications and scopes of work; works with agency staff to develop solicitations and scopes for bids; analyzes and determines most appropriate contract types to reduce agency's exposure to risk.
8. Communicates and acts as a liaison between vendors and HASLC departments to develop compromises and resolve contractual problems or complaints; may organize and lead negotiation of contracts.
9. Confers with other Housing Authority staff to determine procurement needs, specifications and areas of standardization; coordinates procurement services and needs with HASLC departments and outside agencies.
10. Coordinates and inputs Purchase Requests, Purchase Orders, Material/Supply Receipts, and related.
11. Reviews invoices for contract and purchase compliance.
12. Maintains contracts and vendor files.
13. Handles the maintenance of inventory, including cataloging additions and dispositions and all permanent records. Administers the physical inventory.
14. Maintains all purchasing records and files in accordance with HASLC procedures, HUD requirements, all applicable state and local laws, and sound business practices. Participates in audits and reviews of procurement and inventory systems and assists in the preparation of responses to any related audit findings.
15. Provides courteous, respectful, honest, timely and professional information to agency staff, vendors, visitors and partners for procurement and contract activities.
16. Performs basic financial management related to procurement, contracts and insurance.
17. Performs additional duties as needed.

While performing the duties of this job, the employee is regularly required to talk or hear. The employee frequently is required to stand; walk; use hands; and reach with hands and arms.

This position requires the ability to occasionally lift office products and supplies, up to 50 pounds.

Education & Experience
1. A Bachelor’s degree or equivalent with emphasis on courses related to business administration, accounting, procurement or related field. Strong procurement and contracting experience; minimum of 2 years progressively responsible professional procurement experience, preferably in a public agency.

2. Knowledge of purchasing and supply methods and procedures; including buying and legal mandates.

3. Thorough knowledge and ability to interpret and apply procurement practices and procedures, laws, codes and regulations.

4. Experience writing and formatting routine business correspondence, reports, documents, manuals, and presentations.

5. Good written and oral communication and presentation skills. Ability to relate and communicate with persons from all socio-economic, ethnic and racial backgrounds.

6. Ability to work independently in an environment where judgment must be exercised rapidly.

7. Strong organizational and project management skills with the ability to meet deadlines in a fast paced environment, and work well under pressure.

8. Proficient with computer programs. Microsoft Office tools - specifically Outlook, Word, and Excel. Yardi experience a plus.

9. Ability to research, prepare and present written and verbal reports of moderate complexity to management. Ability to formulate conclusions and make recommendations.

10. The ability to work under timeline pressures with a high degree of accuracy and attention to detail with constant interruptions and changing deadlines and priorities

11. Valid Utah driver’s license and insurable with HASLC on a continuing basis.
