The agency is actively working on pipeline projects including new development, redevelopment of portfolio properties, and renovation projects. These projects include:

Job Statement

The Real Estate Project Manager is responsible for the financings, approvals and design of affordable housing developments. Project Manager must provide high quality development management, manage financial objectives of the projects and meet all deadlines, requirements and objectives needed for a successful project. Project Manager is accountable for developing and fostering effective relationships internally and externally including all third parties (consultants, public funders, city staff, and private lenders/equity providers.
Primary Responsibilities: Duties & Responsibilities

Planning and coordinating the development process from conceptual development stage to construction completion.

Assist in finding land for future projects.
Responsible for managing predevelopment activities including but not limited to city approval, building permits and other entitlements
Negotiate and draft letters of intent (LOI) for purchase with sellers
Facilitate due diligence requirements for various funding sources for construction projects, including areas such as environmental studies, zoning, title issues, market studies, surveys, and Energy Star, etc.
Manage due diligence efforts during construction and post-construction phases of projects to assure that the agency’s interests are protected in terms of cost containment and projects are sustainable and viable.
Manage due diligence efforts with project consultants, architects, contractors, attorneys, funding sources, title companies, real estate professionals, and other project-related personnel up until the final equity funding to completion.
Provide needed information to property management and accounting departments associated with necessary compliance associated with new construction projects.
Manage design process to ensure compliance and approval by City, State and Federal requirements.
Ensure financial sustainability and quality design standards
Manage construction bidding and pricing process to make sure all items are accounted for in the final project budget
Review legal documents for structuring, tax issues and risk management
Facilitate community and public agency support and approvals changes as will be required for permitting and financing
Assist and prepare development plans including but not limited to:
Project schedule
Project proforma
Project description
Market analysis
Construction budget
Create financing plans for new housing developments and rehabilitation projects.

Responsible for the successful coordination, completion and submittal of all requests for proposals:
Prepare request for proposals/funding applications including but not limited to”
Coordinate with all team members to review submission for accuracy and completeness
Plan appropriate time for CEO and Board review and approval
Write, edit and revise documents as needed
Deliver to funder/agency
Review team member’s work for accuracy and completeness
Provide financial modeling and project pro formas to determine financial feasibility of new construction projects.
Prepare Low Income Housing Tax Credit, Olene Walker Housing Loan Fund and other construction funding applications associated with new projects. Present applications to decision making bodies leading to successful awards.
Assure LIHTC regulations, funding requirements and industry standards are present in applications and other documents
Manage due diligence efforts with project consultants, architects, contractors, attorneys, funding sources, title companies, real estate professionals, and other project-related personnel from pre-development stage to completion.
Assist with acquisitions, new construction, rehabilitation, disposition, and LIHTC 15-year Exit Strategies for the Housing Authority.

Assist in looking for existing housing that fits the Housing Connect’s mission.
Deliver project, development and construction management services to property management team, including but not limited to:
Attending project meetings
Prepare project underwriting documentation
Approve construction draws
Help develop a strategic plan that includes a needs assessment, evaluation of current inventory and possible disposition of properties
Assist with the disposition of Public Housing either through the HUD Special Application Center (SAC) or the Rental Assistance Demonstration (RAD) program.
Assist in terminating the partnership when the Low-income Housing Tax Credit (LIHTC) projects finish their 15-year compliance period. Assisting with refinancing and exit strategies that benefit the project long-term sustainability.
Desired Qualifications: Required Qualifications:

Bachelor’s Degree preferred in Accounting or Finance, or equivalent.
Three years LIHTC development experience including:
Project financial models
Knowledge in all facets of the development process including permitting, contractor selection and construction implementation, establishing project budgets and financial analysis
Proven track record securing and closing financing affordable housing in the role of developer
Knowledge of LIHTC, 4% Bond financing
Proficiency in Microsoft Word and Excel.
Ability to communicate effectively, both written and oral.
Be very organized in keeping all documentation associated with a construction project available for all those needing it.
Understanding legal documentation associated with construction and property management.
Ability to solve problems related to development activities.
Valid Utah State Driver’s License.
