Job Summary: HCV Director supports the agency’s mission by providing quality assisted rent assistance and good customer service to our clients and landlords. The Director supports and supervises HCV staff and works with the entire staff of Housing Connect in a collaborative environment; helps to create and implement the highest quality Section 8 Housing Choice Voucher program; and maintains compliance with HUD regulations through their expert ability in interpreting and implementing federal regulations.
Primary Responsibilities: • Hire, supervise, and train staff to carry out program duties and responsibilities.
• Provide individual support and assistance to HCV staff. This includes but is not limited to helping solve problems, answering questions, offering suggestions or solutions to problems, and assisting in difficult situations between client and landlord.
• Assist and coordinate office functions relating to HCV Housing Program to ensure a safe and productive work environment.
• Promote agency mission and strategic plan by writing objectives into staff performance plans.
• Set standards for providing excellent customer service.
• Ensure quality program delivery by supervising HCV staff, including responding to correspondence and telephone calls in a timely manner, supervising collections and providing information as needed.
• Develop and implement innovative solutions to client and landlord problems.
• Oversee the day-to-day operations of HCV and specialty voucher programs.
• Oversee and maintain program compliance in HCV Management Assessment Program (SEMAP) using reports to monitor the efficiency of HCV program.
• Remain familiar and current with U.S. Department of Housing and Urban Development programs and regulations. Implement policy and programmatic changes as needed.
• Assist with the administration of contracts to ensure compliance.
• Maintain required records and statistics. Prepare and present reports as required.
• Oversee eligibility and lease up process to ensure that available vouchers are utilized in a timely fashion by qualified applicants.
• Oversee the design and use of forms and correspondence relating to HCV and other housing programs.
• Work with the Accounting Department to ensure: compliance with applicable regulations, timely and accurate reimbursement of rents and full utilization of funds.
• Oversee the transmission of HUD 50058 reports to HUD to ensure program compliance.
• Participate and support the strategic planning activities and coordinate appropriate outreach activities to tenants, landlords, service providers, government agencies, and other housing authorities to identify needs and maximize services.
• Assist with development and implementation of department strategic plan
• Ensure PIC data is accurate and submitted on time.
• Provide back up support in running criminal backgrounds to the Eligibility Supervisor for the agency’s use of the Utah Criminal Justice Information System. Ensure proper use and storage of all material.
• Facilitate staff meetings and assist with department retreats.
• Participate in Housing Connect activities and committees as needed or desired.
• Meet regularly with Housing and Resident Services Director and other Housing Connect staff to share information and coordinate activities.
• Create opportunities to strengthen HCV team.
Desired Qualifications: • Bachelor’s Degree or equivalent.
• A minimum five years’ experience in:
o program development, implementation and administration
o direct supervisory experience
• Nan McKay or NAHRO or equivalent certifications in Section 8 Rent Calculations, HQS, and program management.
• Ability to work well with elderly and low-income persons and with people with disabilities in a non-judgmental way.
• Excellent communication skills
• Extensive knowledge of issues impacting low-income, homeless and single parent households
• Possession of or ability to acquire a valid Utah driver’s license.
• Demonstrated ability to work in a collaborative management setting.
• Strong computer skills.
• Ability to prioritize workload.
• Experience implementing RAD, Project-Based Vouchers, Family Unification, VASH and Non-Elderly Disabled vouchers a plus.
• Bilingual a plus.
