Job Description: SUMMARY OF POSITION: Responsible for the coordination and overall management of the Human Resources (HR) function. The Human Resource Manager is responsible for the oversight of recruitment, employment, affirmative action, labor relations, management training and development, as well as employee relations. Ensures compliance with all federal, state and local government regulations as they relate to the HR function. Conducts special projects.
1. Responsible for the implementation and ongoing maintenance of agency policies including, but not limited to, OWCAP Employee Handbook and Supervisors Manual.
2. Responsible for, in coordination with the Executive Director, the Wage Comparability Study and report. Develop salary schedules, evaluation tools, and job descriptions; classification of positions; and organization charts and department systems.
3. Ensure that recruitment and employment of qualified candidates is completed in a timely manner and in accordance with OWCAP Employee Handbook.
4. Provides guidance and expertise to employees and management in resolving personnel problems; evaluation tools; corrective action and discipline; quality of work life issues facilitation and resolution; analyzing issues and data for the purpose of resolving classification, compensation, performance and organizational assessment issues; facilitating the resolution of internal and external human relations issues and employee grievances; conducting investigations into allegations of discrimination or harassment and making recommendations based on findings; administering workers’ compensation and/or employee benefits programs.
5. Keep abreast of current issues and identify areas of concern pertaining to human resources, training, and volunteers. Provide recommendations to the Executive Director to ensure compliance with the Head Start Performance Standards as they pertain to these areas. Provide leadership training regarding affirmative action, ADA and the Civil Rights Act, FMLA, COBRA, HIPAA, and other government laws and regulations
6. Develop, implement and conduct management, human resources, or other related training programs to ensure the Agency is up-to-date on management techniques; ensure that all supervisors receive the information and training needed to comply with government regulations and laws.
7. Manage human resources administrative functions including personnel files, tracking systems, and all other personnel actions and administrative responsibilities of the HR function.
8. Manage the human resources of the organization in an effective manner, institutionalizing positive human resources procedures and policies, thus assisting in the prevention of litigation or costly labor relations problems.

9. Supervision of selected staff including, but not limited to, the HR Assistant and HR Generalist; ensure that the day-to-day HR functions are carried out; participate in the interview process when required; review and provide guidance or provide resolutions to recommendation of hiring,
10. Firing, or promotions; provide training; conduct performance evaluations; develop corrective action plans, employee development plans, or disciplinary actions when necessary; recommend pay increases; conduct regularly HR scheduled team meetings.
11. Generate reports for the Executive Director and/or the governing boards and policy councils of OWCAP as requested; research special projects; summarize findings; prepare and report policy recommendations to management.
12. Act as complaint officer for employee or community complaints as they relate to HR functions; prepare background material to represent agency in grievance hearings; summarize findings; work in cooperation with the Executive Director. May work in cooperation with the Governing Board as directed by the Executive Director, in resolving HR issues.
13. Establish and maintain accurate filing systems for minutes, reports, personnel records, memos, correspondence, confidential files, archives, and other required documents. Ensure confidentiality of all employment or private records.
14. Participate on community boards and/or councils.
15. Attend assigned meetings.
16. Develop and conduct presentations to staff, community, businesses and organizations as assigned by the Executive Director or as needed to accomplish HR functions within the OWCAP.
17. Ensure that on-going monitoring plan is developed and implemented to ensure compliance with Head Start Performance Standards, OWCAP Employee Handbook, and OWCAP Systems Development & Procedures.
18. Conduct assigned meetings and trainings.
Other reasonable duties as assigned as they relate to administration, management, HR functions or required to meet standards and regulations established by all funding sources

• Three years of successful human resources experience in developing, implementing and managing HR functions
• Two years of supervision experience minimum
• Bachelor’s degree in human resources, public or business administration, or business management
• Experience may be substituted in the place of education

• Master’s degree in Human Resources
• SHRM and/or PHR certification
• OWCAP Employee Handbook and Supervisor Manual
• OWCAP Systems Development & Procedures manual
