Job Description: Under the guidance of the Women’s Business Center of Utah (WBCUtah) state director, the Southern Utah WBC program director, based in Cedar City, will oversee programming, operations, record-keeping, fiscal control and grant compliance of the new Southern Utah office of the WBCUtah, funded in part by a federal grant awarded to the Salt Lake Chamber from the U.S. Small Business Administration’s Office of Women’s Business Ownership (OWBO). The director will identify the needs of and ensure women business owners in Southern Utah have access to helpful tools, resources and support to start and grow successful businesses.

As a Salt Lake Chamber employee, the program director will be responsible to apply for and procure an annual federal matching grant through OWBO and accountable for grant compliance, as well as cash match requirements.

The Southern Utah WBC program director will launch and oversee all aspects of business support services in up to 15 counties in Southern Utah including counseling and a range of group, public and online training & educational programs for both start-ups and established businesses. The program director will ensure services are customized to meet the needs, talents, challenges and barriers of Southern Utah women, a portion of whom are socially and economically disadvantaged.

The director will build and foster relationships and facilitate partnerships with public and private business support organizations with a priority for Small Business Development Centers and SCORE mentors, to most effectively assist women business owners and aspiring entrepreneurs. They will also, strengthen working relationships with virtual WBC host organizations.

Key Responsibilities:

Federal Grant
• Apply for annual OWBO grant through, which includes setting milestone goals for services and working with WBCUtah executive director and Salt Lake Chamber accountant to establish establish
• Cash match plan and annual budget
• Draft, submit to OWBO and implement center’s annual work plan
• Ensure WBCs compliance with all grant financial and programming requirements and participate in monthly OWBO conference calls
• Prepare and submit mid-year and end-of-year programmatic and financial reports and provide annual economic impact data in SBA’s General Login System
• Work directly with SBA Utah District Office DOTR and participate in bi-annual reviews

• Manage a $150,000+ annual program budget, with program income and full control of expenditures, to efficiently provide and expand services
• Approve all expenditures and ensure financial viability
• Negotiate terms of, sign agreements and ensure execution with vendors and partners, ensuring three competitive bids are received for all contract relationship over $3,500 annually

• Hire and retain and adequate staffing to provide services and sign off on timesheets
• Oversee staff execution of programming and services and conduct regular team meetings
• Train staff to maximize utilization of data management system for client information and communication
• Maintain standard WBC operating procedures for Southern Utah WBC office
• Perform annual performance evaluation with Southern Utah WBC staff

• Provide direct one-on-one counseling both in-person and virtually
• Plan and executive offsite & webinar training events
• Maintain and promote a schedule of short and long-term training and events, including collaborative training, to accomplish work plan and milestone goals

Marketing & Promotion
• Assist WBCUtah executive director establish a sustainable statewide marketing and development strategy and carry out Southern Utah WBC marketing objectives
• Coordinate with WBCUtah digital media coordinate for online training on, newsletter, email communication and social media needs
• Work with Salt Lake Chamber graphic designer for all design and printing needs

WBC of Utah
• Participate in regular check-in-calls, WBCUtah team meetings and WBCUtah occasional retreats
• Prepare, analyze and provide regular center updates and reports to WBCUtah executive director
• Virtually attend, and occasionally attend in-person, monthly Salt Lake Chamber All Staff Meetings, annual retreat and some events
• Attend Association of Women’s Business Centers (AWBC) Annual Leadership Conference
• Personally meet with business resource providers including SBDCs, SCORE mentors as well as state Business Resource Centers and other municipal, private and nonprofit organizations, to establish and foster support and collaboration
• Build, develop and support a diverse and engaged advisory board with consistent recurring meetings both in-person and virtually
• Independently travel, including nights and occasional weekend as needed, with travel being as high as 75% percent of the time during certain seasons
• When not traveling, work regular in-office hours with potential for a small, flexible team to ensure completion of all tasks
• Upon request, present on WBC, business principles and topics and do public speaking

• Business ownership experience with a strong knowledge of operations, finance and marketing (REQUIRED)
• Bachelor’s degree (Masters preferred)
• 3 years minimum demonstrated leadership with management experience in a small organization, including strategic and budget planning (nonprofit preferred)
• Team-oriented with collaborative nature and success in building relationships, working with partners, leading staff and organizing volunteers
• Excellent communication, public speaking and interpersonal skills
• Comprehension skills with sound judgment in setting goals, objectives and making strategic decisions
• Self-driven, outcome and detail-oriented, successful at time management and meeting deadlines
• Proficient in MS Office, basic understanding of marketing principles and social media
• Able to travel extensively and work weekends and evenings occasionally, as needed
